Alberta Canada | If the fence is up maybe a few 2x4s across instead of a gate would do? Pretty easy to toss hay over the fence and climb through the wires if you need in. If you want charge something, charge for the hay and elec to keep the water open. Then you wont be out much except for your labor. Unless the thing is pulling the wires down every day and chewing the posts off at the bottoms. Electric fencers work great and mentioned to the neighbour they might not like their "pet" being zapped when it decides to naw on the fence. Might speed up the getting a gate process. Around here it ranges from $70-300/month for a horse in a stable.
If its just a hmm that hay burner is still around situation, maybe a few more hints to the neighbour is the better way. Or a mention about a change in the pasture, need to put cattle in etc.
