I've heard a few people use that expression, "just saying". I may have even used it myself a time-or-two. And like one of the previous posters mentioned, I believe the expression is meant to soften the blow of a critical comment or statement. But after awhile, it can get annoying, and actually have the opposite desired affect.
My pet peeve is the over-use of the word, like. Now that word is way over used by a lot of people. Especially kids. And I've noticed that some have continued to over-use the word, even as they've grown into their twenties. It sounds so adolescent when they continue to do that. Just saying!
