| Not confined yet, but that may men nothing later when a mere EPA interpretation change will make all pastures "confined areas". A local wanted a little help from Kansas Department of Health and Environment for designing a way to handle waste out of a small feedlot, less than 100 head, which is below the state reporting level of 300 head. It has been 3 months and he still has no approval for anything, but has been told by them of all the prerequisits he needs to do before they can move forward. He was hoping for a small sloped area dropping into a lagoon that is designed similar to small town waste lagoon systems. Currently, the KDHE is pushing him into a full fledged feedlot setup costing close to $100,000. He is 2 miles from the nearest creek, that flows when only when it rains more than 2 inches at a time, in other words, not often here. THAT is enough to make a guy go postal. | |
