Electric Fence short

Subject: Electric Fence short


West Central Iowa
I am at a loss trying to find a short in my electric fence. When I disconnect the positive wire from fencer, there is a charge right off the "hot" terminal but as soon as I hook it up....nothing. It had been working fine, and I have walked the fence looking for spots where the cattle have knocked the wire off the insulator (my most common problem) and even took the weed trimmer to remove any suspect weeds/grass. Do I just need to break down and buy one of these:

I suspect somewhere I might have a bad insulator, but the short is so pronounced I can place my hand on the wire and get nothing. Any other tricks that might resolve my problem? TIA
