wheat protein levels/ Northern vs. Southern areas

Was told that "down South"
(I live in northern South Dakot
) winter wheat isn't checked much for protein.
"Up here" protein is getting to be a HUGE deal.
Is what I was told the real deal? Can someone shed some light for me, as my bulb is quite dim. TIA
