Those little green apple-like things on the top of the potato plant are common here and I don't know if it has anything to do with hilling or not. As far as I know "hilling" is done to prevent sunburn and green potatos. If you don't hill then potatos will be showing through the surface and be exposed to the sun. Green potatos taste terrible and I end up throwing them away if I find any. I still hill mine by hand. Just got a few new ones last week.
