which is connected to a ground rod there.
On running the hot wire...just run it, ties to your end insulator and that's it.
IF You run a double hot wire, say 1 wire a foot above ground level and 2nd wire say 2 ft above ground level, then those need to be connected to both be Hot wires. Just take a chunk of wire and connect em.
