I think racers spend every moment that they're not on the track racing dreaming up a new way to get around something in the rule book.
Some of them get pretty creative designing parts that give them the advantage that they're after yet conform to the rulebook. Usually after that racer starts winning others start complaining and then the rulebook gets revised.
Is it cheating if you dont win?
