I don't think there is any deception involved here as long as all drivers are listed for all the vehicles they might drive. I'm not aware that you are required to insure all vehicles with one company. Usually you do that because it's supposed to be cheaper. Now, if the teenaged drivers aren't being listed at all, then there is deception. Or, if you are insuring the same vehicle twice with the idea that you could get paid twice on any incident, then there is deception.
