I would not be real concerned about lifting her, those hip lifts can be brutal, aspirin always good and cheap also. I have seen a strong dose of dexamethasone for a couple of days do wonders for a down cow , but might be too late for that to help yours. I would keep feed and water in front of her and giver her some time, have not got much to lose at this point. Does not look like milk fever, but a bottle of IV calcium is cheap, just give it slowly if you go that route.
