Agree. Cost to benefit needs to be considered.
Around here I don't know what anyone could do with a building like that, even if it was standing straight, that would be cost effective.

Clean it up and replace it with something built to be useful.
Here building permits should be considered so a replacement could get a permit but maybe not a new building so I would not tear down until the replacement building permit was in hand and prepared to be constructed.
