It has to do with the concentration of salt per gallon. 32% has a higher concentration, and as it gets colder it can’t hold as much and the salt goes out of suspension and forms crystals. If you add water to make it 28% the salt is not as concentrated, and it takes a lower temperature before the salts start to precipitate out.
