OP just needs to ability to input RTCM3 corrections into the StarFire 3000 receiver, which is done for a significantly lower cost in other regions outside North America

Yes, mRTK needs a 1 yr mRTK subscription from stellar. Just like the old SF2 or SF3 or now SF-RTK.
It's always been $1250 and yes works w/ any 4G modems now that 3G is toast. Lot of people using it here
