MN and parts of ND were showing drought in feb 2012 along with the usual suspects in texas and kansas. But zilch on the drought monitor at that time for the heart of the cornbelt. So I'm just saying you can't possibly say a good crop can be made off of winter soil moisture. You can't guarantee a drought either but it's the uncertainty that can move a market.
