Was told mitigation was 15-25k a couple years back. You need a 1026 for tiling and the NRCS will get you an official determination. This fall, I had 3 1/4's that had an official determination done around 2010. I wrote a letter to the State to get a redetermination on several wetlands the piece. It was approved. They came out and we dug holes. Ended up getting 3 "official" wetlands removed. One stayed for now, but will probably be able to get it removed if they ever allow satellite imagery after 2014. They look for rust in the soil. They just use a spade and dig about 12" deep. If there is rust, probably going to be a wetland. The one that didn't get removed had just a trace at 12". It actually doesn't any water now, so the rust will probably be gone in a number of years.
