East central SD | Are they truely a wetland or a depression that holds some water? Cattails? Area size? Have you had a determination done? I am assuming the NRCS map shows it as a wetland but that does not mean it is.
Edit: a typical right of way is 30 ft. from center of road but with owner permission back sloping can be done out to 45ft. if this is along a road. Sometimes county or twp, can help with water maintenance because of road damage.
