It’s a condensate neutralizer and is required by code by a lot of municipalities. Condensate from gas fired burners is acidic and is highly corrosive to sewer systems downstream, that’s why the municipality’s require them.

They have limestone chips and a foam piece to percolate it across them inside and are a consumable item, that’s why they are designed to twist off easily and be replaced every few years depending how acidic your condensate is. Some HVAC guys make their own as they are a bit pricey to replace. I order a lot of my HVAC stuff from Supply House. Here’s a link for their neutralizer:
