To test this, I purposely set the format to "Most compatible" and took a picture after reading your suggestion. I tried opening it on my Win 10 computer and got the same error message as before.
My copy and paste approach seems to be necessary whether the phone is set to High Efficiency or Most Compatible.
Since that procedure is rather painless, I will continue with that approach.
