The exception to that would be a "Farm exemption sticker" vehicle. Which limits you to hauling only your own products, and you can't drive more than 10 or 25 miles from your home base, depending on which exemption sticker you get. The lower (10) mile sticker exempts you from needing an annual safety inspection, but also limits you to only driving between sunrise and sunset. Not always very practical for farming. The higher (25) mile sticker requires an annual safety inspection, and you can drive at night. Off road fuel can be used with either farm exemption sticker.

Anything with a farm or commercial plate gets taxed at time of purchase, or whenever you first register it.

6% is the rate here in PA.
