The line side power for the screw in fuses is the small circle, in the center, bottom of the fuse holder. If you have a voltage tester with leads, you’d want to place one tester on the neutral/ ground bar, and one lead on that circle in the bottom of the fuse holder, to check for 120V.

I’ve seen screw in fuse holders in fuse panels, that aren’t useable after all the times a fuse was screwed in and out, coupled with the heating and cooling cycles they’ve been subjected to. Sometimes the socket can get messed up to where a fuse won’t screw in far enough to make contact with the base in the bottom of the holder.
