We invested in triple pane windows with fiberglass frames. (The frames have less heat loss too ). No way to measure it but satisfied.
An equally important point is to put more windows on the south; fewer on the north to take advantage of south sun in winter. On sunny cold days our house stays warmer than the furnace set point.
