That's only true if you have an air source heat pump, or maybe solar heat. If you have gas heat, or any other fuel, a set back thermostat will save you fuel to the extent the house cools off in the time the thermostat is set back to a lower temp. If the house is very efficient and doesn't cool more than a few degrees in that time then you're not saving anything you'll see.

If you're thinking of insulating, look at the big picture before you do anything. What is the ultimate plan for the whole house? There are energy auditors who can measure the heat loss in a house, or a good builder can estimate it pretty close just looking at what's in a house. I never make a blanket suggestion of new windows. I always say to seal the attic on an old two story, if you go up there and it's already spray foamed, hopefully you don't seal it again.
