Brake pedal is pressure sensitive. The harder you push on the pedal the more trailer braking. So if you are just sitting still a checking brake just by touching brake pedal it will seam its not working. We I was using my built in controller if would run it at 7 or 8. That way I would get a little braking from trailer when just touching pedal.
