More bull stuff.  They are never 100% full.  Most commonly a 275 gallon tank has 260 gallons in it.  If you order less, it will have less. 

It will be secured no matter what it is hauled in.  They are cube shaped so that in vans they are commonly loaded two wide with a cargo bar blocking them so they can't more forward or back.
