I wouldn't build a line fence off the property line. Let's say your neighbor has a proper fence on his end. You build a fence 5' inside the line on your side, and do not want the neighbor's livestock against your fence. Your fence is the same as no fence in the eyes of the law, and your neighbor can force you to build a proper fence at your expense.
