I dont think so. It has to be like kind. Take productive land out to make up for making wet land productive.

If it sounds reasonable, they probably wont accept it.
They don’t want farmers using it to improve their lot, imo. Its more of a loophole for big money projects. ie. developments, highways, warehouses, State projects, etc
