On the 8000 series tractor with the 8.1L there is a check valve on the fuel filter that will cause very similar symptoms. Might want to see if there is something like that on this smaller motor. My 8400 was doing exactly what you described, replaced the check valve and no more problems. On the 8000 tractors i was told by the dealer it is fairly common for the check valve to fail.
