The metal part of the meter that the disk cover hangs on to line it up so that you can latch the cover was bent in towards the disk when I put the cover on it would bind the disk up to the point it was almost unturnable the good ones turn with some resitance I am not sure if it was rubbing on the disk or it was alowing the cover to fit tighter to bind on the cover. If you have one that turns easy take it apart and compare it to the ones that turn hard that is how I found it we kept switching part one time while trying to line the cover up I notice that it wasn't going on right the hanger leaned towards the disk instead of being straight 90 degree to the disk there may be other issues but this was the problem with mine. I would send a picture but the parts man tried to straighten the tab & broke it I think it will work without it I did not get a chance to try it, it rained first. I just hope that I didn't shorten the life of my clutch on that row
