| There's a bit of dirt or dust on the switch. While reading, put your fingers across the circuit. The voltage will disappear. Your digital meter is way too sensitive for work around dusty circuits. Or try a 12 volt test lamp. It will shunt the voltage a lot more than your fingers.
Digital meters also don't like radio frequency from a transmitter in the neighborhood or noise from ignition systems or electronic driven injectors. Those electrical noises drive most digital meters insane. There are a few that will tolerate these noises, but very few.
