My thinking is that as long as your relief is set at the pressure the whole system is running when all valves are running, then when you shut a section off, it would dump through the relief valve. Your regulating should manage your main changes as you want. The relief will just keep your rate close as the sections shut off.
Another option is this factory unit that would eliminate all the valving and use the electronics to control the rate. http://www.dultmeier.com/products/search/1236
