I assume your JB pump is a piston pump. What if you put a simple pressure relief valve that would be set to open just above your operating pressure. Are you going to totally dependent on the regulating valve to adjust your rate or use the pump adjustment to make the "coarse" setting with the regulating valve doing the "fine" adjustment?
