Do a google search and there is someone who modified the windows pic resizer to work with vista and windows 7. If you can't find it send me an email, I've got it copied on my computer.
I am running win 7 but I'm guessing Vista is about the same, windows picture viewer has a pretty simple resizer, not quite as simple as the power toy, but not bad.
