Highway 75 is closed at Morris as of noon today. All traffic is being diverted through Winkler, up number three and back to Winnipeg. If I were you I would be avoiding Winnipeg anyways. Come from Portage to #13 highway, south through Elm Creek and Carman and then to Winkler. From there you could get back to 75 Highway and south, or I would avoid the big border crossing at Pembina and go through Walhalla or Niche.
