License costs (along with most other "taxes") are ridiculous in IL. The small weekenders haul gravity boxes to avoid ridiculous license fees. Just wait, they'll require tags on wagons next.
The "new" gov has already mentioned raising license fees AGAIN in addition to boosting income tax 50%.
What's the most economical (cheapest) way to haul grain?
