Hyde, Not sure if this is your problem but we had a 16/31 that did that and the main lift cylinder in the center was not adjusted properly thus would not let it rephase. If I remember right you check that by locking your hydralic lever in the lower posistion so it has hydralic preasure then go to the back of the planter in the middle and the bottom hyd cylinder pin should be loose. In other words the planter should be down on frame and cylinder fully retracted, If cylinder is not fully retracted because of frame stopping it it won't open a rephase hole at the top of cylinder.
This test was what kinze told us to do and you could not turn the pin, so released hyd preasure took pin out loosend clevis 1 turn at a time until it stays loose with preasure. Call me if you have any questions
