Yes It's what the FAA calls free air space. I have one. They have to be registered with the FAA as Unmanned Aircraft System UAS. For commercial use you have to have a pilots license.FAA has lots of laws, break them fines are big $$. I fly for fun. If you'd like more information go to www.faa.gov/uas/
