Eastern Ontario | My dad's computer is like that, it just freezes halfway through shutdown. Done it since day one. You should however be able to do your system restore and manually turn off your computer by holding the power button until the computer turns off. When you turn it back on hopefully it will have gone through the restore and hopefully your computer will be running like before the problem occurred. It's worth a try. I'm pretty sure i've done this to dad's "confuser" before.
