I believe it is the "bandag" tire retreaders that apply a thin bandage of rubber laid on one thin layer at a time untill the rubber is thick enough. They might be able to apply this process to a steel roller.

My cousin has an older Vermeer baler with the rubber coated feed roller where the rubber is worn off,they also are no longer avalible. The dealer recommended having one guy in the tractor on the pto lever,while the other guy holds a jumbo roll of duct tape which is started on one end of the roller. With the roller turning slowly,you feed the duct tape from a safe distance to evenly cover the roller. says it will wear out after several hundred bales when they repeat the duct tape thing as often as necessary. Is there such a thing as rubber duct tape ??
