They are equally dangerous at higher N rates but urea is tougher on seed germination than AMS even at lower rates. I am not sure of the details but it is something to do with the chemical form of of urea and its conversion to a usable nitrate form in the soil. I am taking my soil fertility professor at his word on this point.
