NEVER EVER weld a wheel / tire while it is inflated, the risk of a rubber fumes / paint fumes /compressed air explosion is very great.
AT LEAST deflate the tire and even then it is not safe.
Are the rim mounting bolts tight? Even one loose bolt will make that noise.

Never weld on a rim with mounted tire, aired up or not. I have a friend that "tacked" the cracking bead of the rim of a front loader tractror tire in a hurry. He went in the shop to hang up his welder cables when he was done and the rim/tire exploded and a peice went though the window in the door.......had to throw away the tire and it ruined the rim anyway....could have killed himself doing that.
