As mentioned above, CEC is a reflection of the amount and kind of clay in the soil, and the amount of organic matter in the soil.  The amount and kind of clay you will not change.  The only thing you can change is the amount of organic matter.  So, yes, you can change the CEC to the extent that you can change the soil O.M. level.
