South Georgia | Don't know, but once upon a time, we had a Deere STX38 lawn mower. It was over at my cousin's house, and my uncle said that she'd told him it was running 'wide open,' and would I go look at it. Well, I went over there and crunk it up, and danged if it wasn't running wide open. I don't mean fast, I mean wide dadgum open. I tried to slow down the throttle at the linkage on the carburetor, but it didn't change anything. So... I took off the carburetor, and found that the two screws that held the throttle plate in the carb had come out, and the throttle was sucked down against the intake valve. New throttle plate and two brass screws, and it ran for several years more. (Even after apparently ingesting the original two brass screws.)
This may not be your friend's problem, but it's happened before...
