The rules keep changing but in general there is the ultra light category, which say no passengers and no more than 5 gal of gas, Then there is a recreation category with limits on the horsepower and speeds. Only one passenger and only daytime flying, Then there is a Utility category that has fewer restrictions but you must be a private pilot to fly it.
