accuracy will not change by having more satellites if the problem is caused by sun spots and increased ionosphere activity. More satellites affects availability, in case a few GPS SVs are not in a good position for low PDOP. Accuracy will be improved by having more frequencies available in the new satellites. New GPS satellites will have the L5 frequency in addition to the L1 and L2 that is in current satellites. More frequencies allow a GPS receiver to more accurately characterize the ionosphere effects for each satellite, somewhat mitigating the ionosphere disturbances.
