The return fitting has a check valve in it-take the top part off & remove the check valve & spring, after you've bled the filters like others said. Let fuel run out the return until you get a good flow. That way you can do it w/the cover on & not get fuel in the oil. While you have the cover off, have somebody work the throttle & make sure the racks aren't stuck, after sitting that long, they may be gummed up in the shutoff position....always liked 2-cyl. diesels, when I started they were still being used pretty hard out here...unlike that lucky dog Bob, I never had a test stand for the pumps...changed a lot of those delivery valve gaskets, though-the major cause of fuel leakage into the oil...
