We had this problem last fall. I asked on here and had a lot of good replies. Our problem was definately in the precleaner. If you take it out of the line just before the filter you can take it to the ground and blow it all out. I bet your's is full of debris. We cleaned ours again before wheat harvest and it already had a little stuff back in it again. When the precleaner is clean and doing its job the air filter stays amazingly cleaner.
