I just put a pump back on a 4020 with the same problem. I would spend the extra money and get the metal governor wieght cage it will end the problem of the elastic plastic coming apart. Had Spencer diesel in Spencer Iowa rebuild it have had very good luck with them cost 876.00 shipping and all. I would at least check the injector pressures and pattern.
