do not apply power. do continue to connect the wires together with the relay.

The external switch wires are pins B and C on the weather pack connector on cable 52033 and cable 62749, which corresponds to pins 4 and 5 on the 9-pin cable. I would get an ohmmeter to see if the wires/connectors have continuity. what cables are you using to access the external switch pins on the 9-pin connector?

as a test, make a 9 pin plug and connect 4 to 5 with wires while you are driving bypassing all of the relay and other cabling, to see that it works (and you have the configuration set correctly, as you indicated)
