I agree that lots of people don't know how to read a dyno, but the second part of your post is not really true. HP can be measured at any RPM with the dyno, but you have to convert from the reading given on the scale to account for any RPM different then the rated PTO speed. I would expect there are units on the market today which calculate this electronically but I'm not up on that.  Maximum hp will seldom be at rated speed. Our Challengers will max at about 1700 RPM vs a rated speed of 2100. HP will increase by about 20 between rated speed and peak hp at 1700. Torque will continue to increase down to 1200, but between 1700 and 1200 the RPM is dropping faster then the torque increases, leaving HP decreasing.
