If plan B is to plant itch berries, then a dose of nitrogen (if not already done) would be a plus.

It would stimulate growth and tillering, and if you did have to go to plan B would be used by the succeeding crop.

In our part of the world, if a wheat stand fails, it often goes to corn. I get a little disappointed at the folks that will watch a slow/thin wheat stand in the spring, essentially let it die from lack of nitrogen, and then proclaim "See, I told you it wouldn't make it..."  I'd ask that at least you put a good portion of your nitrogen out. If the stand lives, you can supplement based on your best guess of yield potential, and if it fails, the bulk of it is there for the "itch weed", and supplement the rest to your taste.
